    I have a 97 GTX that I have rebuilt the carbs on and changed out all the gas lines. On land it sounds like it will run
    but put it in the water and it doesn’t get much over an idle. The only thing I didn’t do on the carbs was take out the high and low end adjustment screws. I tried to adjust them to stock but the low end on the PTO side is very tight. Once it turned it was still very hard to turn. Could this be my problem? I am having a hard time finding any material on the adjustment screws other than where they need to be set at.

    Yes that could be the problem. You can remove that adjustment screw by turning it counterclockwise until it comes out, and then you can clean off any corrosion or buildup that may be there. You might want to also check the compression; on this engine it should be 130 to 160 psi. If the compression is low the engine can run fine on the trailer but then struggle once it is put under a load.
