94 xp running problems

I have a 94 xp that is giving me a kind of unique problem I have never experienced before. After starting the machine it sounds as if the engine is skipping. I know this can be a normal sound for 2 stroke engines but, its as if it wants to die or isn't firing right. When you apply the trottle, even out of water it bogs down and will stall if you continue to hold the trottle. I have cleaned and rebuilt the carbs, could it be something electrical?

Do a compression test and snip a quarter inch off of the sparkplug leads and re-install the plug caps. Try it again.
