Those are tapered head screws. You have to put the driver in then hit it with a hammer to loosen them before turning. Yes it's important to change the check valve on the other side of the plate.

Use a Dremel tool Carbide cutting wheel and cut a slot in the Screw Head.

Soak the screw area in PB Blaster for a least (2) hours, then use a blade screwdriver to remove. In the last resort,, heat the screw head with a propane torch.

Dont even attempt to drill it or use an EZ-out, you will be sure to damage the tiny threads.

Replace the screws with SST socket head screws from www.mcmaster.com

I believe those Mikuni screws are 5mm standard metric thread but check 2BSure

(or you can send your Carbs to me for a complete rebuild // refurbish using genuine Mikuni parts and 18-8 grade Stainless Steel fasteners)

Use an impact driver with light touch. Worked for me. :)

if you have already striped them , use a drill to drill off the head of the screw . the body will come right out then you can turn the studs out and get new screws . { if you get the screws first you will know what size drill bit to use } you want one the next size up from the shaft of the screw and only go as far till the head spins off .

if you have not striped them out yet use the right size impact driver and they should come out easy as said above .

3/16th drill bit if you stop drilling when the head of the screw pops off.
