Default Water Leak on Exhaust on 96 XP

I have a 96 XP and it has started leaking on the first half of the exhaust. The site that is leaking looks like a welded in freeze plug. I checked cost on a new pipe and is $600 at dealer. There must be a fix for this, can it be ground out and a new plate welded in its place. I think is cast aluminum.
