New fuel pump and motor will not prime

Any of you ran into the problem of the new fuel pump not priming.
I have a 96 slt 750 and with a rebuilt engine and aftermarket fuel pump with two outlets. I cannot get it to pull fuel to the pump. Im not sure if it is the pulse line off the crankcase that is the issue? Any thoughts on the problem?
