1990 sea doo bombardeir

I have a 1990 sea doo bombardeir, just bought it. put new plugs in and new battery. runs great but when in water i will not go it just idels and then kicks in and gose and then when out on the water kicks out and sometimes shuts off but starts back up right away i dono what it could be.
Fuel filter has not been changed and carb was not cleaned...
HELP PLEASE..
