1997 stx 1100 runs but moves only 7 mph?

just order a repair manual but this is what is happening the ski only moves 7 mph on the gage and the tachometer reads up to 2800 checked the underside to see if something was sucked up in the impeller but seen nothing looks like some one just put a new gasket on the jet pump housing and looking down the drive shaft looks like new sealant can any one tell me what I need to do or check out. Thanks Ps just picked this ski up
