02 Yamaha gp800r

initially noticed power valves weren't cycling. replaced servomotor, now motor cycles when the boat is start or stopped.
problem now is servomotor does not open power valves but does cycle open and closed after being stopped. Power valves are free and clear, no problems there...
Any thoughts??? Help would be greatly appreciated...

Not sure what the issue is, if its cycling back and forth at start and stop then it should work when running. Lets see if anyone else has any ideas.
