Testing a Servo motor

I've been poking around a couple of hours trying to find out something on troubleshooting a servo motor. My 2001 XLT PV starts easily but will not go over 3000 rpm since rebuilding, going mix, install d-plate, etc. Symptoms I've read point to servo. With seat off and moving around 3000 rpm the servo shaft does not move. It only moves when pushing stop button and cycles 12 o'clock to 2 o'clock back to 12. Only movement I've noticed. Any suggestions? Thanks---
