XLT1200 Power valve assembly

I am in the process of assembling the re-manufactured cylinders on my XLT1200. I noticed that when the power valve assemblies are inserted into the new cylinders, the bushings that hold the power valves stand proud of the surface where the hold down screw is located about .080". Should the face of this bushing be flush with the surface where the hold down screw is located? I see no reference to this in the repair manual. Thanks for your help.

The bushing on 1200's is usually up just a little (not flush).
800's they are flush. I don't know why there is a difference.
