"98" XPL speedo problem

My speedometer keeps going from my actual speed then back to "0".
It does this repeatatly off/on off/on.
Any suggestions as to a fix.
The speed wheel at the rear of the ski is clean from debris.

Change the speedo paddle assembly.
I had the same problem even though the wheel was spinning freely.
