96 640 montego run 50 % speed

My 96 640 montego will not run at top speed. The front cylinder is getting spark but does not seem to be getting fuel or at least not firing. If I pull the spark plug wire on the front cylinder the engine continues to run rough. If I keep the front spark plug wire connected and pull the rear wire the engine dies. I have changed gas and plugs. I have performed the visual check to see the spark plug fire and it works well. Seems to be compression in both cylinders.

check the compression the correct way, and rebuild the carbs, at least the front one.
