97 KAWI 750 ZXICARB PROBLEM.

I am repairing a 97 750zxi for a friend. Went through the carbs, new fuel filter, fuel lines, etc. got it to the water, it bogs at first unless you let it idle for a moment. Once you start going it gets up to about half throttle, then wont go anymore, like its not popping off. If you beat the hull up and down on the water, it will pop off and get up to about 45 mph, that is all I have been able to get it to do for me.It has votex flame arrestors and I am running around 18psi pop off pressure, with stock carb needle settings. I am not sure what to do or what else could be the problem, any help would be great.

You need to open your neeldes up at least a 1/2 turn to richen your mixture for the new flame arrestors, you are way too lean.
