2000 1100 stx di surging

i ahve a 2000 stx di and it surges on take off and also when i am running down the lake @WOT the timing retards and it slows to 12 MPH. Also the idle fluctuates, out of the water it idles @ 4000 RPMs and sometimes just climbs on its own. throttle blades are opening properly and i have good fuel in the ski.

Someone have ideas??????

Does the check engine light come on? If yes its most likely the Crank Shaft POsition sensor. If no it is most likely the TPS.

no the check engine light didnt come on. I replaced the TPS and that seems to have fixed my idle problem but haven't take it to the lake yet. THANX for your help.
