won't go over 5,000 rpm with load

i am having a problem with my 2000 ultra 150...when out of the water the engine runs fine and revs up fine, but when i put it into the water it will not go over 5,000 rpm...i thought it might be the temp sensors but i swaped both of them out with some good ones i have on my other ski and the problem still exists...does anyone have any idea of what might be causing this problem

check the simple things first
plugs
filter
fuel
lines
connections
and if you have the money and time take it to the dealer-They know everything- for a cost
