Kaw 1100 ZXI fuel gauge inop/Magnetic key?

1996 Kawi 1100 ZXI with a fuel gauge not operating. Have removed sender to make sure the floats where not stuck down and are not. Anybody know what usually goes wrong with this system? Sender, gauge or control box? Anybody know how to diagnose which part failed?

I don't have the magnetic key for this ski. I can just turn it with my fingers. Does that make a difference? Tach and trim gauge still work

Connect the tester leads, the W/R and BK/W leads to check the switching operation of the float. The Meter reading should be in the up right position around 84 ohms and held upside down should read 10 ohms.
