2004 stx 900

I am having an issue with the throttle. When you give it say half throttle and let off the bottom cable which I'm guessing is like secondarys on the carb is kicking in and reving the engine up out of control. Is maybe a motor that controls that bad or sticking. I am just saying this from a guess. I do not know alot about this specific pwc. Any help would be great. Thanks

That top cable is the Choke if I'm not mistaken, bottom throttle.

The top cable on the carb is the choke and the bottom is the throttle, does the ski do this in and out of water? I think that model is equipped with constant velocity carbs and they tended to act funny when not in water.

It seems to be doing this in both in and out of water.
