1997 STX 1100 not running right

I have an stx-1100 and it is not running right. It starts and idles and will rev up on trailer. Under load it idles but when you try to give it gas it just dies. I was told from local guy it's the carbs, but he wants $600 to rebuild them plus addl. labor for pulling/re-installing etc. I think that is way too high and also, what if that' not the problem? Also I was thinking of fuel pump, pick-up in the tank(not sure how to remove that- so tight between the hull and the tank). I replaced the inline filter. I a rebuild job tough on these carbs? Where is the fuel pump located? Does anyone know how to completely drain the fuel tank? I had no luck trying to siphon it. I feel like I am grasping at straws at this point.

The carbs are the life of the engine, If they have not been gone through in the last 2 yrs. Then go through them now.
