Mikuni 38BN carb issue

I have a JS440 with a 38bn carb. The ski will not start unless I pour pre mix down carb throat. The carb has been rebuilt and doble checked for proper rebuild. Fuel lines seem to be clear ad i have gas pumping out of the return line when turning engine over. I am really stuck here so any help i greatly appreciated.

Go back through your carb, Did you set pop-off pressure and what is it?
