kawasaki zxi 1100 will not rev over 6000 rpm or go over 40 mph

i bought a 1999 zxi 1100 and just rebuilt the motor with new jugs pistons rings and head all from sbt and after i did my break in cycle i have not been able to get the motor to rev over 6000 rpm or go over 40 mph. i just bought the machine and everyone i have talked to say the machine should go 60 to 70. i have never owned a jet ski before this is kind of dissapointing please help

The best real speed that ski will do is 62, your carbs may need adjusting or rebuilding.
