STX 12F Will not go over 4000 rpm

I have a 2006 STX 12F. I had a very difficult time getting it started this year, once I got it started I took it out and it will only turn 4000 rpm. It goes right to 4k and just sits there.
Any help would be greatly appreciated.

Try fresh gas, new plugs, If that doesn't help you should then have Kawasaki do a diagnostic test on it.

Thank you for the quick response.
I put new plugs, pumped out all the old gas, and put in a new filter at the direction of Kawasaki.
They also checked and there are no codes or faults.
I find it very odd that it will run right up to 4kabout and not 1 rpm over.

I forgot to add the engine runs up to 7000k out of the water.

Clogg in the exhaust.
