virage instrument question

I have a 2000 virage how long after use is the intrument panel supossed to turn off. Also I had problems trying to start no spark I asked someone about it and they told me to open cdi box and disconnect black with yellow tracer and now it fires right up what all does that wire controll and does this need to fixed?

I've never had the instrument pannel turn off, It just kind of goes to sleep. But I but mine used this winter so I guess my could be messed up too.
