2002 Freedom Starter problems?

We were out this weekend and the ski was running great, but now when you try and start it there is a loud clunk coming from the starter I think. There is 12.3 volts at the battery so I know there is enough power. Each time I hit the start button I can see the shaft turning just a bit. The starter will turn over slowly once and usually when I first try it.

any ideas?

Pull the spark plugs and try to turn the engine over you could have water in the engine or the Jet pump may be the issue, Pull the pump off the back of the ski and see if the engine will turn over.

OK, I pulled the plugs and it did the same thing. I pulled the jet pump off and again it did the same thing. Does that leave the starter as the problem?
