96' slt 780 fuel pump

I bought a clymers shop manual from ya'll (yes i'm southern) and the fuel pump diagram says or shows nothing about oil being behind the diaphram.Should this oil be there and if so,what kind is it,or if not where did it come from and could this have been my lack of power issue?

Oil came from the crank case and sould not be in the pump.
