1995 sea doo spx

The sea doo won't engage the starter, sounds like battery is dead, but won't engage when you put jumper on it either, compartment was flooded with water from missing drain plug. What could be the cause

The starter clutch (aka bendix) is rusted and will not spin out and engage the flywheel.

Willis - I had the same problem when my ski was flooded - if you hear a cluncking noise and it is trying to turn over but doent then your motor is filled with water. Take the plugs off and then turn the starter on and let the water blow out. Try to get as much out as you can - then put the plugs on a try to get her running. Let me know if this helps.
