Seadoo '92 SP Installation goof

I installed the rebuilt short block according to the instructions. I tried the started and something is locked up or binding. What is the best way to proceed? I took of the starter and tried it. It spins freely but I am unable to turn over the engine by trying to spin the flywheel. Now the short block did turn freely when I started installation.

First thing to do is take off the pump and make sure it's not the pump bound up.
