Best Way to Change 98 XPL seat

Is the best way to pull out the seat is to take out the 2 bolts on the base of the shock pictured below with the blue arrows pointed to it?

No...I have always removed the hose clamps holding the rubber boot, and then undo it underneath there. From the shock. I think thats how it is explained in the manual as well...

I found the instructions on removing the XPL seat from the shop manuel and gave it a shot and gave up. Does this require 2 people becuase the outer boot where it covers the shock bolt and nut is so thick, do you need someone pull down the outer boot while the other person unscrews the bolt and nut?

it can be done by one...but two would help...two definitely helps to put it back together.

I've done it many times and after trying different ways the easiest is removing the upper bolt as xpcanada said. Use elbow grease.
