I think you are getting bomardier lube confused with fogging oil. Fogging oil=Bobardier storage oil. WD-40=Bombardier lube. So to answer you question, no, you cannot substitute WD-40 for fogging oil. However, you can buy cheaper fogging oil from a auto/boat store. WD-40 can be used as a substitue for the bombardier lube.
Another thing to remember.. Fogging oil is not flammable.. WD-40 IS!!! I would hate to see what would happen when you put WD-40 into a running cyl.... EESH!

Fogging is to be done with the engine running. WD 40 would combust in the clyinders, not leaving much oil to coat the bottom end of the motor, other than that, it is harmless.
Use fogging oil.
I like Mercury Marine Storage Seal. I buy it at a boat store that sells Mercury products ( also SD dealerships that sell SD boats with Mercury engines in them ).
That stuff blows away Bombardier fogging oil, much better product.

Take a cup & spray it say 1/4" full of WD-40 and put it on a shelf somewhere for a week. When you come back a week later almost all of it will have evaporated.
Not the type of thing you want to use for protection and long term storage of an engine.
