96XP wear ring?

Just bought a new aftermarket (performance?) wear ring. I installed it in the pump, but it can be spun by hand. Isn't this suppose to be a tight press fit? I can insatll it by hand with little effort. Are you suppose to use some type of sealant on the OD to keep it from spinning?

It should be a tap fit and not slide right in some also come with retaining screws i pre drill a pilot hole being very carefull not to go thru to the other side so that the screws won't deform the inside diameter.
