98 gtx 951 won't start

I have just installed a new sbt engine. Ready for the first start and nothing. When I put the lanyard on I get 2 short beeps as I am supposed to. I replaced the old battery with a brand new one. The manual/troubleshooting states, with 2 short beeps and no start, check the 5 amp fuse. Well I have checked all fuses located int the MPEM and they are good. I take the lanyard off and push the start/stop switch and the gauges display, so I think that button is ok. I opened up the electrical box back by the battery and there is a little water in the bottom of it. I then clean the connections at the solenoid and the 3 little ground wires. Still nothing when I push the start button. I tried jumping the posts on the solenoid and the engine did turn over, so I believe that eliminates the engine ground. Now I am starting to run out of ideas, any help would be appreciated.

You need a new solenoid.
