96 GSX Cavitation

When I start from a stop the rpm's shoot up, yet I go no where until I feel like it catches and then it takes off. Also If I do a sharp turn and punch it it will do the same thing. Kinda like there is seaweed stuck in the bottom, but nothing is in there. Please help
