98 GSX LTD Engine loses power at 4500RPM

I have just finished breaking in a new sbt 951 engine on my 98 gsx ltd. The problem is that about 50% of the time the engine cuts out between 4500 and 5000 rpm's. It slows down to 3700 rpm's and then kicks in again. It feels like a spark problem instead of a fuel problem. I changed the plugs. Again it seems to work after it has sat and cooled. But then it won't go above 5000 rpm's. So it either goes 64 mph or 30 mph. Any Ideas? It's 120 degrees out at Havasu could it be the heat. I'll try a corona maybe that will help.

2nd try. The ski only did the problem once on saturday. after it sat a while it was ok again. Maybe it was just the heat
