95 xp wont run in water

i have a 95 xp will run fine on water hose but when i put it in the water it wont .....compression is fine . i have a 720 motor with a 657 intake and duell carbs on it could this be the problem and if so how do i adjust the card for this differance

Whay do you mean it doesn't run? Does it stall?
How many RPM's is it turning while out of the water on the hose? Could be an idle adjustment, that's all.

it will run but as soon as u try to hit the gas it stalls. it runs about 2500 on the water hose.

657 carbs on a 720 engine, try installing some larger pilot jets and step up the main jets too.
