95 gts/no beep

I have a 95 gts I got in trade and I am just now trying to use it. I had to put a new start/stop button on it. From reading on here, I see that I am supposed to be getting two short beeps upon place the lanyard key on the post. I am getting no beeps but it turns over fine. I am getting spark from the plugs as I turn the engine over, so does this mean the 'beeper' is just not working or does this relate to why I can't get it to start. The guy I traded with told me it was finicky as to the start procedure(i.e. choking, throttle, etc.)

Those older models don't beep when you install the lanyard, only modes with DESS security codes beep twice when they are armed.
