Wont go past 10mph or so

HELP... I have a 96 XP that wont go much past 10 mph. It will speed up if the turn the gas on/off/on/off, as if Im leaning it out...I can maintain 25 mph or so doing that. The large sea-doo dealer here has no clue...says thay looked at cards, removed exhaust pipe to check for blockage and so on.. Any ideas... they want to take my other 96 xp and just start swapping parts till the problem goes away...thats costly. They even changed the implellet cause it was beat a little...I simply need some ideas! PLEASE. Compression is good, uptop and below.
It starts okay and runs "ok", doesnt sound right, but plugs look fair, little wet, but not bad.

My 98 GTX would not go pass 40 without cutting out. Had the carbs torn apart as well. Still had same problem. I took apart the ON/OFF gas control valve and it was blocked up with dirt. Cleaned it and have not had a problem since. Hope this helps.

Thanks...I can check that, but mine doesnt "cut-out" at all, just doesnt rev or make power and wont plane.

Closing the valve to the off position to get the motor to rev up suggests that you do indeed need to have the carbs rebuilt with new needle valves installed to meter the fuel entering the engine.

Thanks, being it sat for 22 months i did remove them and spray with car ckleaner to no avail . It ran well for ten minutes, I shut it off and then this started (ran for 10 minutes agfter sitting 2 years after I used ether to get her started, then problem hit).
