Battery is new . I finally got it started up in the water the other day but it ran like **** would not go over 3000 rpms . I'm suspecting fuel delivery , maybe carbs or something like that i can get it to 4000 if i pull on the chock for few seconds . If i mash the trottle down it bogs down and eventually dies . Took the Rave valves appart and one is missing a string and the metal ring but i don't think that would be my problem .

It is foolish to continue to try to run this motor without doing all of the basics.
Check the compression first to see if the motor has damage to the pistons.
Remove and clean and/or rebuild the carbs. Look for broken reeds when you have the carbs off. Make sure the fuel lines are good and connected correctly. Look over the oil pump, cables and open the electrical box and check for water or corrosion on the terminals.
