leaking steering cable

Water is leaking through the steering cable on my 99 GTX. I tried using silicon around the cable itself as it exists the engine bay, but to no avail. Still leaking. Thought that would have fixed it, but it didn't. What all do I need to replace/fix to get this leaking to stop? Surely the whole cable assembly doesn't need to be replaced.

Try disassembling it at the thru hull opening and see why it leaks. You can probably figure it out and fix it.
