OK!! I check my compression three times and they were off 20psi between the two cyc. Even the seadoo delaership up the road got the same readings. I brought the 98xpl to them to get an estimate on the water injesting. They pulled the heads and looked inside and gave me a new sbt install as as the repair job and reinstalled the heads After i Got the motor and looked at the paint on the heads stripped but i noticed the battery was never hookup up. I decided to do a compression check again after i sprayed fogging oil in the motor. Compression is only 5psi off? WTF??? could an loose head bolt cause 20psi dieffernce?

You better ask the shop EXACTLY what they did and get it in writting - because that isn't an SBT engine if that info is accurate.SBT Tech Support is here to help with your problems.

When I brought the xpl to the seadoo dealership the heads were on the PWC. They pulled to heads off to look to see the damaged. "they told me engine failure due to water" Then they reinsalled the heads. I decided to do another compression check when I got the PWC to my house and the compression was fine. My question is how did the compression go from 20 PSI difference to 5 PSI. All that was done is some head bolts being tighten.

If a head bolt is not torqued correctly, of course the gasket/head seal is going to be comprimised.SBT Tech Support is here to help with your problems.

You mean fogging oil doesn't absorb water down south? Well I'll be.... LOL
You may want to leave the ski repair business to someone who knows what they are doing, and who you can trust. When you go in to the dealership, don't let them know you do not have a clue. You're just asking to get ripped off.
You need to get rid of that ski, and get something new, with a warranty. Then just ride it, and have a dealership service it for you.
