How do you know his 1996 carbs were in good condition?

Ok, if it is not a carb problem, start checking out the cooling system all the way back to the pump.
Clean out all brass water fittings to make sure they are not clogged up.

Just for kicks, clip off about 1/2 inch of each sparkplug wire where it attaches to the sparkplug boot. See if it runs better.
