Power issue with spi

I have a 96 spi and the power seems to be inconsistent at max throttle. From idle (which sounds ok) it accelerates normally but when running max throttle the power seems to dip and then pick up and then dip again. This was happening inconsistently during the days riding. Any ideas on what is causing this would be a great help.
