explorer 1996 clueless

I have a 1996 seadoo explorer with a 720 cc engine.
without the sparkplugs engine will turn fine , with the plugs on engine won't turn.
though was the starter , put in a brand new in still the same. ( engine is not stuck as it turn freely by hand ) , pls help what should I look for?:emoticonb
