97 GTI-engine issues

About 2 years ago I replaced my original 717 engine with a SBT rebuilt one. This past weekend when taking it out for a ride the engine started to bog and would only go slightly pasted idle. I let the engine cool and tried again with the same results. While out on the water I did change the plugs and when I inspected them they showed no signs of fouling.

When installing the SBT engine I chose to block off the oil pump and run a pre-mix.

Any help would be greatly appreciated!!!

Check compression - if that's good I would rebuild the carbs.
