97 xp vts Problems

I am having vts problems on my 97 seadoo xp. The vts does not move up or down. All that happens is clicking comming from the module box when the the vts button is pressed. I checked the voltage coming from to the vts motor and came up at 0 voltage. No fuse is blown and all connetions are proper which leads me to think it could be the vts module itself. Any suggestion would be most appreciated.
