96 GTX will not rev 100%

Ok so me and my friend have 2 96 gtx's.
1 the motor is currently out of and 2 is running but is having an issue.
The ski has about 70 hours on it. It seems it will rev up to almost 7k initially but then will back down a little. Doesn't seem like much but its a good amount slower. Any ideas?
