seadoo gti 720 won't turn off

i've seen alot of things but never this, i had a shorted stator so i replaced it with a new one went to start it and check timing, runs great just won't turn off run you hit the stop button or when you pull the dess key off. i have to unplug the stator to get it to quit. anybody seen this, i'm leaning towards the mpem but don't want to throw darts at it

So it's not a free-rev?? It keeps running (idle) like normal??

If so, then I would look at the MPEM

it runs normal idles fine just has no kill command from what i can tell in the manual it's should be in the mpem, i've just never seen this before and wondering if anyone else has run into this
