new rebuild kit/ pop off

why do the new carb rebuild kit (sbt) push down on the lever? at least on my sbn38. people Be warned if u do a rebuild kit u should bend the arm on the pop off a little down. after 2 rides for me of hard starting after runnning for a bit,(i had to hold the throttle wide open to start becasue it would flood a bit.) runs good now no hesitation when starting.

This would have been found if you perform a leakdown test as your supposed to. It's common with a lot of aftermarket diaphragms.
