Well, you can get it machined out.. But that groove was caused by something going through the motor, either through the intake, or a bearing / ring has let go inside the motor. Where is that piece of debris now??
I would also be concerned about that large crack on the lower case half, where the case bolt goes (upper picture, lower right side)Dan Solie -

The crack you are seeing is only in the paint. There are no cracks in the block. I had a problem with the rear cylinder (broken ring) and a piece of it is what caused this groove. I have removed all of the metal fragments from the block and the crankshaft spins freely.
