2001 Seadoo RX Misfiring

My RX is misfiring at low speed and idle quite a bit. What can I check?

Spark plug (fouling), spark plug wire (remove cap and cut 1/4 off wire and re-install the boot), old fuel in tank, voltage regulator failing, poor engine ground.
