04 GTI no speed

Installed brand new SBT Rotax 718 engine, runs great out of the hole, but then no full throttle speed.
You can hold the throttle full open, but ski will only go about 30 mph. Engine not reving to full RPM.
Not bogging or over-reving, just wont go full speed. Checked throttle position and everything I can think of.
Whats the problem ??

You may have a damaged exhaust resinator and its backing up exhaust in the engine. The plastic resinators melt internally when the ski gets over heated, if this is the case find a way to bypass them.

OK, checked all exhaust components, all OK. Was told to check Rotary valve timing. Can this be done without a degree wheel ??
