Tps reading high

Last week I tried to reset my TPS on my 2003 GTI LE RFI using the SBT scan tool 102. The reset went well. I was able to watch the TPS increase and decrease as I opened and closed the throttle. The tsp was reset to zero at butterfly closed position and then adjusted to 8.3 for idle position. Then all of a sudden during working on some stuff my TPS jumped from 8.3 to 92.2 and stayed there I was no longer able to reset it, or at least when I reset it, it stayed at 92.2. I measured the resistance of the TPS and it checked OK. Still not convinced I ordered a new TPS and replaced the old, to my dismay the new TPS read 92.2 and I had no luck with the reset function of the scan tool 102. It just would not set the TPS back to zero. When I open the throttle full the TPS moves from 92.2 to 93.5 so there is some sort of measurement going on. The ski of course won't start in this state. So my next move was to check all the sensors and wiring everything check out ok. so I decided it must be a faulty MPEM. So I removed this MPEM and put it in my other gti LE RFI. I expected the same results ie no start, but to my surprise the other jet ski started up. Ran fine and got up to 50mph with no performance problems. So I know it is not an MPEM problem. I moved the MPEM back to the original ski, again 92.2 on the TPS reading with the throttle closed. Does anyone have an idea where I am going wrong ?
Just for completeness. The dess switch is a little faulty it works fine with the scan tool. 102 key (big magnet ) but will not work with a regular key I have to bring a magnet close to the dess along with putting a key on the dess to get it work. I am able to read and write keys to the MPEM and read data from MPEM. The TPS reset is the only thing I can not get to write to the MPEM. Any ideas
The scan tool 102 key works fine, and I am able to add keys and read and write to the jet ski.
